Destination Programme
Surrogacy in Ukraine
A well-established surrogacy destination in Europe
Ukraine has the most established gestational surrogacy framework in Europe. Married heterosexual couples are recognised as legal parents from the moment of birth — no adoption, no court proceedings, no waiting.
Why Choose Ukraine
What makes Ukraine a strong destination
Birth certificate from day one
Intended parents are named on the birth certificate immediately after birth. Ukrainian law requires no adoption procedure and no court ruling.
Mature medical infrastructure
Ukraine has been offering reproductive medicine to international clients for over two decades. Kyiv hosts more accredited IVF clinics than any other city in Eastern Europe.
Clear legal framework
Article 123 of the Family Code explicitly permits gestational surrogacy for married couples where at least one parent has a genetic link to the child.
Competitive pricing
All-inclusive programs start from $47,000 — significantly less than comparable surrogacy in the US, UK, or Western Europe, with the same quality of care.
Legal Framework
Recognised by law since 2002
Ukraine's surrogacy framework is one of the oldest in Europe — established in 2002, codified in the Family Code (Article 123). Married heterosexual couples are recognised as legal parents from the moment of birth, with no court proceedings required.
Ukraine's gestational surrogacy framework is governed by Family Code of Ukraine, Article 123. Married heterosexual couples are recognised as the legal parents of the child — with no adoption procedure required.

🛡️ Wartime Safety
How we keep families safe during the war
An honest, direct explanation from Andrew Khodonovych — because you deserve clarity, not marketing language.
Surrogate mothers from safe regions only
I work exclusively with surrogate mothers from Western and Central Ukraine — Lviv, Ivano-Frankivsk, Ternopil, Vinnytsia, Cherkasy, and the safer parts of Kyiv region. No surrogate from Eastern Ukraine, frontline areas, or border regions with Russia is enrolled in our program.
Birth in Kyiv or Lviv
Births take place in protected medical facilities in Kyiv (capital, with strong air defense) or Lviv (westernmost city, near the Polish border, lowest threat level). Both cities have hospitals with bomb shelter access, backup power generators, and dedicated NICU departments. Lviv is just a 3-hour drive from the EU border.
You don't need to be here during pregnancy
Most of our Intended Parents do not visit Ukraine during pregnancy. Everything is coordinated remotely — embryo transfer can be planned around a single short visit, and ongoing program management happens by video call. You only need to come for the birth itself, typically a 1–2 week stay.
Contingency plan for every program
If conditions in any region change, we have prepared evacuation pathways: surrogates can be relocated to Lviv, births can be shifted to safer hospitals, and travel can be arranged via the Polish border. This is coordinated by me personally — it's not theoretical, it's already been used.
The track record
I have been organising surrogacy programs through the war since one month before Russia's full invasion in February 2022. Over four years and dozens of programs, no family or surrogate in our care has come to harm from the war. We have delivered healthy babies to families in Croatia, the United Kingdom, Northern Ireland, Australia, and across Europe — through every phase of the conflict.
This is not because Ukraine is unaffected by the war. It is because we plan carefully, work only with safe regions, and adapt as needed.
The honest part: nothing in a war zone can be guaranteed 100%. If you are highly risk-averse, our Georgia or Armenia programs offer the same legal framework without an active conflict. If you want the fastest legal path with parents named on the birth certificate from day one, and you trust an experienced team to manage safety on the ground — Ukraine works. We will be honest with you either way.
